Keith Leitzen
President
Keith joined Managed Care Partners in 2012 as the Director of the Health and Productivity program, which was rebranded to Health Ownership365 in 2024. In 2015, he became a shareholder and initiated a Buy-Sell Agreement to purchase Managed Care Partners, which was completed in August 2019.
Managed Care Partners has continued to support Rural Health Care under Keith’s leadership, and we have expanded our Midwest roots to encompass Arkansas, Texas and Idaho. We strive to enhance the relationship between the payers and the rural hospitals while highlighting the quality care that the community hospital provides to their communities.
Keith’s activities as President include the marketing and implementation of Health Ownership365 program and Direct to Employer contracting activities for our member hospitals. These programs enable Hospitals to improve their reimbursement opportunities without having an insurance company in the middle. These programs also enhance the relationships with employers to provide long-term control of health care costs with a partnership application led by Primary Care and a focus on Preventive and Behavioral care. Keith also leads the education team, providing additional resources for Medicare and Medicare Advantage training tools for the public, as well as staff and Hospital Board of Directors.
Prior to joining Managed Care Partners, Keith owned his own Insurance Agency that focused on assisting businesses, public entities and non-profit organizations control costs and identify and reduce exposure to loss through the application of insurance, self-insurance, and risk management focused on prevention.
Keith received his Bachelor of Science degree in Education and Psychology from Eastern Illinois University.
Mata Binteris
JD, Assistant Vice President
Mata employs her legal education and experience with Managed Care Partners to advocate for providers. In addition to evaluating and negotiating payer agreements, Mata researches laws affecting providers and provider networks, seeks to resolve payer-provider reimbursement disputes, and participates in developing and implementing managed care contracting strategies for the firm’s clients. With Managed Care Partners for over 20 years,
Mata focuses on the needs and pressures unique to smaller independent hospitals, particularly critical access hospitals and the Medicare and Medicaid managed care markets.
Mata earned her law degree at Chicago-Kent College of Law and is licensed to practice law in Illinois. She holds a Master of Arts degree from DePaul University and a Bachelor of Arts degree in Political Science, also from DePaul.
Carey Kerney
JD, Vice President, Contracts and Credentialing
Carey’s responsibilities at Managed Care Partners include review, evaluation and negotiation of managed care and delegated credentialing contracts for our hospital accounts. She also works with our Credentialing department to prepare and update the policies and procedures utilized by our clients who have been granted delegated credentialing of providers. Carey’s research on changing regulations and other relevant healthcare legal matters is a comprehensive service provided to all our valued accounts.
Prior to joining Managed Care Partners in 2015, Carey was a litigator in a boutique firm in Beaufort, SC and Jones Day in Washington, DC, where she concentrated on plaintiff and defense litigation. Carey is a former President of the Beaufort County Bar Association and served for five years on its Board of Directors. She now applies her litigation skills of fact-finding, strategizing, communicating, persuading, problem-solving and dispute resolution on behalf of our client providers.
Carey is licensed to practice law in South Carolina, Virginia and the Fourth District Court of Appeals. She earned her law degree at Columbus School of Law at the Catholic University of America and received her Bachelor of Arts degree in Political Science from Gettysburg College.
Jodi McDonald
Assistant Vice President
Jodi McDonald is a healthcare professional who has extensive experience in Managed Care Account Management and provider and facility Credentialing. Jodi has been with Managed Care Partners since 2009 and has established herself as a trusted expert in contracting, negotiating, problem solving and credentialing.
Jodi’s duties include assisting her clients in facilitating contracting efforts, issue resolution and provider enrollment. She collaborates closely with payer representatives to address the complexities of credentialing requirements, address any disputes, and ensure that all necessary documentation is provided promptly. Jodi’s proactive approach and attention to detail have been instrumental in maintaining strong relationships with payers and minimizing disruptions in reimbursement for her clients.
Prior to her current role, Jodi had various roles in the healthcare industry, gaining valuable experience. Her diverse background encompasses roles in both provider and payer organizations, as well as a national PBM, providing her with a comprehensive understanding of the complexities of healthcare from different perspectives.
Jodi’s dedication to excellence, meticulous approach to her work, and her ability to effectively collaborate with stakeholders across different departments and organizations.
Layla Earl
Assistant Vice President Revenue Cycle / Account Management
New to the Managed Care Partners team, Layla brings her experience in revenue cycle and patient access management to the team. Layla has a proven record in commercial contracting, patient access, revenue cycle, and market growth. In addition, with 20 years of experience in critical access and rural healthcare centers, she understands firsthand the challenges and opportunities facing rural healthcare centers, health systems, and critical access facilities.
Layla will work with AK, IA, ID, IL, IN, MI, and MO clients. Before entering the provider side of healthcare, Layla worked for one of the country’s largest healthcare companies as an account manager and network developer. Layla holds a graduate degree in healthcare administration from St Louis University and undergraduate degrees in applied mathematics and vocal performance from San Diego State University.
Amy M. Edgar
Credentialing & Special Projects Coordinator
Amy joined Managed Care Partners in September 2019 as a Special Projects coordinator, Amy is responsible for the creation and maintenance of multiple account resource tools for our account managers and accounts. The projects include our Contract Reimbursement Summaries and multiple Medicare and Medicaid monthly membership tracking and plan design listings that provide a useful tracking tool in each region across the counties and states our Hospitals operate in. She also analyzes and prepares the annual Medicare Advantage client reports. Amy manages and prepares the annual ABCs of Medicare presentations that Managed Care Partners presents to the public on behalf of our hospitals.
Amy works with our Credentialing team to provide monthly verification services to ensure that the licensing of providers associated with our delegated credentialing hospitals is accurate. She also assists the Managed Care Partners team with other projects, as needed.
Pamela A. Radcliffe
Analytics and Operations Administrator
At Managed Care Partners, Pamela collects, organizes and helps analyze health & productivity utilization data, assists with the preparation of physician fee schedule summaries and compiles other associated analytical reports. She is also responsible for preparing financial statements and reports for client physician hospital organizations.
In addition to her client responsibilities, Pamela oversees all administrative functions of Managed Care Partners and maintains accurate books on accounts payable and receivable, financial entries and reconciliations. She also directly handles financial matters such as client billing, financial reporting, general ledger entries and banking.
Janet M. Popp
Account Manager
Janet works tirelessly to assist hospitals with payer relations, ensuring that payers have accurate contracting, CMS and chargemaster information as well as updated provider roster data. Her detailed coordination efforts enable our rural hospitals to provide quality services to their patients in a seamless and efficient manner. Janet utilizes her vast skills in account management, business controls analysis, auditing, and quality control to assist our hospital clients daily. In addition, Janet assists in the creative development and quality control of Managed Care Partners’ marketing materials as well as various client deliverables.
Janet joined Managed Care Partners in 2014 after nineteen years with IBM Corporation and IBM Global Financing. She also has a background in the residential real estate and personal insurance industries.
Janet received her Bachelor of Arts degree in Literature/Communications from Illinois Benedictine College.
Ryan Hartigan
Analytics Specialist
Ryan joined Managed Care Partners in March of 2022. He focuses on collecting, cleaning, analyzing, and visualizing data for our clients. Ryan’s duties include claim reimbursement data analysis, medical and prescription claim utilization analysis, contract comparisons, and other ad hoc analytical reports.
Ryan thrives on innovation, efficiency, and asking the question “Why?” With a Bachelor of Arts degree in Music and a Master of Science degree in Business Analytics from Lewis University, Ryan brings a creative and analytical, outside-of-the-box approach to achieve results for our clients.
